Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.

As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.

In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.

Use the Agenda Comparison Grid Template found in the Learning Resources and complete the Part 1: Agenda Comparison Grid based on the current/sitting U.S. president and the two previous presidential administrations and their agendas related to the public health concern you selected. Be sure to address the following:

Identify and provide a brief description of the population health concern you selected and the factors that contribute to it.
Describe the administrative agenda focus related to the issue you selected.
Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue.

You must proofread your paper. But do not strictly rely on your computer’s spell-checker and grammar-checker; failure to do so indicates a lack of effort on your part and you can expect your grade to suffer accordingly. Papers with numerous misspelled words and grammatical mistakes will be penalized. Read over your paper – in silence and then aloud – before handing it in and make corrections as necessary. Often it is advantageous to have a friend proofread your paper for obvious errors. Handwritten corrections are preferable to uncorrected mistakes.

Use a standard 10 to 12 point (10 to 12 characters per inch) typeface. Smaller or compressed type and papers with small margins or single-spacing are hard to read. It is better to let your essay run over the recommended number of pages than to try to compress it into fewer pages.

Likewise, large type, large margins, large indentations, triple-spacing, increased leading (space between lines), increased kerning (space between letters), and any other such attempts at “padding” to increase the length of a paper are unacceptable, wasteful of trees, and will not fool your professor.

The paper must be neatly formatted, double-spaced with a one-inch margin on the top, bottom, and sides of each page. When submitting hard copy, be sure to use white paper and print out using dark ink. If it is hard to read your essay, it will also be hard to follow your argument.

Healthcare Issue  The Opioid epidemic in the United State among the young and elderly population. 

 

Description  Regardless of one’s affiliation, I believe different groups are concerned about the drug crisis in America, however, with the competing interest of specific interest groups, the government is yet to adequately address this drug crisis (Gostin, Hodge, & Noe, 2017). Some experts view this health crisis as a local problem and rule out any legislative process meant to address the drug problem. advanced nurses are better placed to address issues affecting the society by setting agenda at the local and state levels. Nurses role as expert advisers can be influential in advocating for public policies to increase access to various health care services. 

Moreover, the United States is faced with a serious health problem of misuses and overdose of an opioid. Although expert view drug supply as the key factor, other factors such as economic and social disorder are closely linked opioid misuse.  Both the young and the elderly use opioid as refuge from the physical and psychological trauma (Gostin, Hodge, & Noe, 2017). Overreliance on opioid medications overburdens the health care system. This problem is incentivized by the fact that opioids offer a quick and simple answer to solving complex physical and mental health needs.Several presidents have attempted to address the matter using numeorus policies.

Describe the administrative  agenda focus related to this issue  President Donald Trump has promised to spend more on ending the opioid crisis. During his Union speech in 2018, he expressed his commitment to fighting the epidemic and assisting those who needed help (Hodge et al., 2019).  

The Support for Patients Act increased access to treatment for drug addiction and also scaled back over-prescription of opioids Stop Opioid Abuse initiative is meant to reduce the demand for opioids and minimize the flow of illicit drugs in the U.S (Ruffin, Hawkins, & Lee, 2017). 

The Obama administration focused  on harm reduction. The fovus on this strategy acknowledged that the issues is longstanding, which needed to be addressed using federal resources. The adoption of the policy is contained in the Patient Protection and the Affordable Care Act. Moreover, Obama announced plans to adopt the usage of expaned drug treatment center as well as support the utilization of the drug naxolone to reverse the impacts of the opioid overdoses.   President George Bush acknowledged drugs as one of the huge challenges facing the nation. Bush expressed his commitment to fighting illicit drugs because he believed that illegal drugs were the main cause of crimes and terrorism (Coyne, Hall, Blanco, & Burns 98). 
Allocation of financial and other resources to this issue  One of the notable allocations was $3 billion dollars towards addiction treatment (Gostin, Hodge, & Noe, 2017). However, experts feel this is not enough. According to the addiction reports, only 10 percent of people suffering from substance disorder are able to access specialty treatment. Recently, the government formed Opioid Response teams to support government drug enforcement initiatives.  Under the Comprehensive Addiction and Recovery Act, Congress approved $1 billion for states to fight opioid misuse and increase access to treatment (Hansen, & Netherland, 2016).  The president committed $ 2.3 billion dollars, money used for drug interdiction processes (Ruffin, Hawkins, & Lee, 2017). The money was to be used to support various processes as mentioned above. The essence of this was to ensure that rates of opiod additionc in the United States reduced. 
Notes on Administration’s approach to the issue  The Trump Administration has applied an all-of-Government approach as a strategy of reducing the demand for the drugs and over-prescription  

Trump also cut down on the supply of illicit drugs through international and domestic supply routes, a process meant to minimize the inflow of illicit drugs (Madras, 2017). 

Obama used the public-private partnership approach (Stiglitz, 2016). Obama believed that partnership at all levels would address the heroin epidemic and prescription drug abuses  

 

President Bush used the demand versus supply approach as he believed in reducing the demand to reduce the pressure of supplying drugs in America (Ruffin, Hawkins, & Lee, 2017). His main focus was on drug education.

The fact that reports abound of communities being affected by the opioid crisis and resultant deaths have ensured that the political class takes cognizance of the matter. This has made it possible for the matter to make it into the campaign policies of several political candidates with news media being particularly effective in delivering the message. It remains in the limelight and political circles when data reveal that several people are suffering and the deaths concerning the matter have increased.
